INVOLVING THE PANCHAYATS NECESSARY FOR SUCCESSFUL IMPLEMENTATION OF RECOGNITION OF FOREST RIGHTS ACT

Balarampur, 15 December 2009.The rights of the tribal people and forest dwellers on the forest land can only be ensured by involving the gram panchayats and the members of the village level local self government. Enactment of legislation although necessary is not a sufficient condition for vesting such rights on the concerned section of the population.

This unanimous view was expressed at a seminar on Scheduled Tribes and Other Forest Dwellers (Recognition of Forest Rights) Act at the tribal dominated Nachna village under Kharagpur – 1. The seminar was organized by the media units of Ministry of Information and Broadcasting as a part of the ongoing Bharat Nirman PIC at Balarampur Abhay Ashram Nai Talim Vidyapith under Kharagpur – 2 block in Paschim Medinipur. The speakers said that awareness strict vigil to prevent encroachment of forest land by the persons who are not entitled are the two determining factors so far as the success of the act is concerned. They also stressed the need for distribution of pattas in a time bound manner. Shri S. Palodhi, Addl. DG PIB, Kolkata, Shri Manoranjan Rout and Shri Sanatan Pnait incumbent members and Shri Pritam Mandi, former member of the gram panchayat participated in the seminar.

The seminar was attended by a large number of tribal people. Rural sports and magic shows were organized and Chhou Naach was also performed on this occasion.
